A sanding block is used to hold sandpaper. In it's simplest form, it's a block of wood with one smooth flat side. One wraps the sandpaper around the block, and holds it in place with one's fingers. Fancier versions use clips, teeth or clamps to hold the paper in place. Store-bought versions can be constructed of various and possibly composite materials. They're usually sized to hold a quarter or half sheet of sand paper. Some versions use the sand paper belts intended for a power belt sander.
